Highway 160Highway 160 Projects to be Funded by 2025

(December 15, 2014) The North Carolina Department of Transportation (NCDOT) has released its next draft Transportation Improvement Program (TIP). The TIP lists highway projects that are expected to receive funding over the next ten year cycle based on anticipated available revenues See NCDOT Releases Draft State Transportation Improvement Program.

Two Highway 160 projects are included in the funding plan:

Highway 160Highway 160 (Steele Creek Road) (ID U-5766) This 4.2 mile widening project extends along Steele Creek Rd (NC 160) from Shopton Rd West to South Tryon St (NC 49) in Charlotte. Improvements include widening the existing roadway from two (2) lanes to four (4) lanes and installing bike lanes and sidewalks.
      FY 2022 - Right-of-Way acquisition $3,100,00
                     Utility relocation $4,600,000
      FY 2024 - Construction $15,650,000
      FY 2025 - Construction $15,650,000

Intersection of Highway 160 (Steele Creek Road) and Hamilton Road (ID U-5762) Widen intersection of NC Highway 160 (Steele Creek Road) and Hamilton Road for additional capacity consistent with the future Steele Creek Road cross section.
      FY 2019 - Right-of-Way Acquisition $315,000
      FY 2021 - Construction $1,300,00

This is a major improvement for Steele Creek over the last TIP when no Highway 160 projects had any standing for funding. While motorists will continue to suffer for 10 years or so, the projects are in the queue for action.

The TIP was developed under the new Strategic Transportation Investments (STI) Law, which is designed to allocate available revenues based on data-driven scoring and local input. The law provides some flexibility, but since this is a new process, planners are not sure how it will play out. The schedule is subject to change based on changing priorities, changing funding availability, certain bonus funding sources, and which projects are more ready to go than others.

The public will have an opportunity to comment on the TIP in May, after the Charlotte Regional Transportation Planning Organization has finished its review.

The TIP also includes the widening of I-77 through south Charlotte to 10 lanes including 4 toll lanes, with right-of-way and utility relocation beginning in FY 2024, See the Charlotte Observer article DOT to rely on toll lanes for three Charlotte highway projects.

The Steele Creek Road widening is the first project listed on Page 10-17. The I-77 widening is the second item on Page 10-13.
